In partnership with Oldham Council, we have unveiled a draft Development Framework and launched a community conversation to gather vital feedback on our plans to help transform Oldham Town Centre into a thriving, vibrant place to live, work and play.
The partnership’s draft Development Framework outlines our approach to delivering up to 2,000 new homes in Oldham Town Centre over the next 15 years as we support Oldham Council’s ambition to provide a local solution to the national housing crisis.
Our vision is to create a town centre with character, thousands of new homes and an emphasis on sustainability, community and quality, that will in turn deliver more local jobs and learning opportunities for the people of Oldham, helping to create strong, resilient neighbourhoods in which everyone can live, work and play.
At Muse, we strive to gather detailed insights into the communities we work with, which is why we are holding one of our most extensive and inclusive community conversations to date. Running from July to September in Oldham Town Centre, the community conversation will be live for seven weeks and include a series of in-person and digital events. These events will offer the community an opportunity to engage directly with the project team, to share their views and have their say on the final Development Framework.

Councillor Arooj Shah, Leader of Oldham Council, added:
“By partnering with an internationally-renowned developer in Muse we are building up to 2,000 new homes – an essential part of our work to deliver a local solution to the national housing crisis.
“It sits alongside the leisure and culture attractions, retail, and business facilities coming on stream. Since the first stage of the Spindles redevelopment, footfall to the shopping centre has increased by 1,000 people daily. Together with Muse, we are creating new town centre living options, helping to make us one of the most exciting and dynamic places in Greater Manchester once again.”
Following this summer’s community conversation, the Development Framework will be updated to reflect the community’s feedback, before being reviewed by Oldham Council’s Cabinet for adoption.
