Muse and Poplar HARCA complete new 50% affordable neighbourhood in Bromley-by-Bow

Alongside Housing and Regeneration Association Poplar HARCA and main contractor McAleer & Rushe, we have reached practical completion of the 50% affordable Stroudley Walk neighbourhood.

The development consists of 159 studios, one and two-bedroom apartments and 33 shared ownership homes in its 25-storey Upper East Building, alongside 82 affordable homes split across three blocks. The homes are arranged around a new pocket park and delivered in partnership with the GLA. The 82 affordable homes were handed over to Poplar HARCA at the end of 2025, with Upper East now completing the neighbourhood.

Upper East is amongst the first tall residential towers in London to complete following the introduction of new safety requirements requiring a second staircase. Despite the regulations not applying to Stroudley Walk due to its stage of delivery, we redesigned the tower to incorporate a second staircase for residents’ safety.

Three ground-floor retail units, a community hub, a pocket park, a community courtyard and significant public realm improvements, including the reinstatement of Stroudley Walk as a pedestrian throughfare have also been delivered. This will improve safety for local people and encourage the community to dwell and enjoy the new public spaces which have previously been unused for many years.

The neighbourhood has a strong focus on sustainable living and is car-free and all electric. It also includes high performance glazing, reduced air permeability and good insulating fabric. These measures are expected to save 36.2 tonnes of carbon dioxide a year while on-site heat pumps and solar panels are expected to save 155.1 tonnes of carbon, a 60% saving above minimum building regulations.

The completion of Stroudley Walk comes at a pivotal time for us as we continue to build momentum in London and the South. Our growing pipeline in the South represents over 4,400 homes, including more than 800 affordable homes and over 2,600 build-to-rent homes, reflecting our continued ambition to deliver mixed-use communities in the region.
